The Plenary takes into account the most recent data and analyses available to Fisheries Assessment Working Groups (FAWGs) and the Fisheries Assessment Plenary and also incorporates relevant analyses undertaken in previous years.

The 2nd meeting of the Western and Central Pacific Fisheries Commission Scientific Committee
provided the following summary on the status of south Pacific albacore:
“A stock assessment was undertaken during 2005 and is the first since 2003. An
examination of catch trends in 2005 indicated that total catches of albacore were
relatively stable over the period from 1960 to 1995, but that they have increased in
recent years. . The key conclusions of the stock assessment were similar to 2003, i.e.
that over fishing is not occurring (Fcurrent / FMSY <1) and the stock is not in an overfished
state (Bcurrent / BMSY >1). Overall, fishery impacts on the total biomass are
low (10%), although considerably higher impacts occur for the portion of the
population vulnerable to longline.
Current catch levels from the South Pacific albacore stock appear to be sustainable and
yield analyses suggest increases in fishing mortality and yields are possible. However,
given the age-specific mortality of the longline fleets, any significant increase in effort
would reduce CPUE to low levels with only moderate increases in yields. CPUE
reductions may be more severe in areas of locally concentrated fishing effort.

The mid-year November 2012 Fisheries Plenary Report summarises fishery, biological, stock assessment and stock status information for New Zealand’s commercial fish species or species groups in a series of Working Group or Plenary reports. Each species or species group is split into 1-10 stocks for management purposes. The November Plenary includes Working Group and Plenary summaries for species that operate on different management cycles to those summarised in the May Plenary Report. It includes Highly Migratory Species (HMS), rock lobster, scallops and dredge oysters, covering 17 species in total.

Year of Most Recent Assessment: A full stock assessment was conducted in 2008 and a comparative assessment was conducted in 2009 (WCPFC-SC5-2009/SA-WP-06). In addition to this, an updated CPUE analysis was undertaken in 2009.

The New Zealand catches represent 10% of the total. The stock is presently above the level necessary to produce the maximum sustainable yield. The WCPFC SC reported  that “The current assessment indicates lower levels of stock size and maximum sustainable yield which appear to be more realistic than previous assessments. There is uncertainty regarding the sustainability of the south Pacific albacore stock and the SC recommended that catches of south Pacific albacore remain at current levels considering the current rates of fishing mortality on adult albacore.
